No backpack! But it's just a red pass?

I got to section 263 in Port Bax getting a red ticket.
I push the button to pick up the red pass but it won't let me because I don't have a backpack.

Is this correct?

Also I noted early that despite losing my backpack and having no meals I was able to press 'Eat' button to eat a meal anyway.

There has been quite a mess around that red pass/no backpack issue. I'll try to look at it, but I'm deep in the coding of Magnamund Commander 2 right now, so it might take a while.
