Something you can select yourself at various times. p = passive effect. An effect that is always on, with exclusion exceptions (hunting in a wasteland). c = combat effect (selectable) Something you can select yourself during combat.

A quick search revealed no place in the books where you select to use it, it just has the Meal effect, it gives RNT modifiers, and there are 'If you have...' choices.

It's because it creates an option other than 'turn to' when there is a meal event. You can choose to hunt for as many meals as needed for starvation reasons, or eat as many meals as desired. It's more about how it will be coded (it's own button assignment vs. in a generic 'turn to if you have X discipline' button) Most of the magi (and alc) will be changed to class n, I just am not familiar enough with the high level books to be sure, but it won't matter for a while fortunately
