No, it means that if weaponskill improved with the number of kai disciplines you have, then since you start book 1 with 5 disciplines, you should have been skilled in 5 weapons, which would be preposterous nonsense. So weaponskill = skilled in 1 weapon forever, all the time.

Magnakai and Grand Weaponmastery both allow you to check off an additional weapon per book completed, but Kai Weaponskill only ever applies to one weapon type (and, due to the Sommerswerd, is therefore useless unless you get Weaponskill in one of the three types of sword). EDIT: Cross post, edited so I don't appear to be disagreeing with the above.

For the later skills, I houserule that you start with only one weapon, and then get one weapon per rank.
This means if you choose Weaponmastery at book 6, you start with three weapons, since you can assume you took it as your first skill and have gained two ranks since. However, if you take it later, you only get one weapon instead of three.

[Q:] Do I learn a new Weaponskill in each book I read, so that it increases the range of Weapons I can use (and get a bonus to my COMBAT SKILL)? [A:] This point was considered when the rules for Weaponskill were written, but it was decided against having an extra weapon per completed book, for two main reasons: 1. When you start the Lone Wolf series, you are already at the rank of Initiate, which would mean that you should have mastered at least 5 Weapons by then.
