The Idea is that since The God Kai created The Sommersweed he should be able to give A Person who is not a member of The New Order of The Kai but is worthy of A Blessing from him/Kai could be given the right to use The Sommersweed without it/The Sommersweed losing its powers forever. What do my fellow Lone Wolf Fans think?

Well, I can't give too detailed of feedback on a full RPG, since you are only presenting the very basic premise of it, but as a premise I think that is fine and in keeping with the canon. I would suggest, rather than building a full new RPG, to turn to one of the options available for playing Lone Wolf as an RPG right now! The Lone Wolf Adventure Game in particular is very very good and true to the style of the books. You could take those rules and run your own game using your premise, wherein a new set of Kai Lords is blessed and brought into being by the God Kai.
