Do you still damage the foe?

I have a question about The Magi-Magic Spell Power Strike. Can you help?

If you use it to gain +1 Combat Skill and do +1 damage against my fie and my foe still has A Higher Combat Skill then if my character rolls low enough to do 0 damage do you still do +1 damage, which means 1 damage?

It's generally acknowledged that in order to deal additional damage, you have to deal damage to begin with. I would say a 0 stays a 0.
