This is how it works on all 3 of the LW book reader software I've used (Seventh Sense, LW Saga, LW New Order). Makes sense to me, but yeah, it's a really risky thing to use unless you're already at -11 CR.

Just to be clear: does it means you choose THREE numbers from the RNT? The first two for the Kai Blast and the third one for the actual assault?

That's correct. YMMV, but it makes more sense to me if I reverse the order:

1) Roll a round of combat normally, without any CS bonus from MB/PS/KS.
2) Roll 2 more numbers (0=1) and add them for Kai Blast's extra damage.
3) Deduct 4 additional EP from self for using Kai Blast.
