A hour ago I created a new character for Books 21+, I generated my characters stats, I fairly generated A 9 for CS, E and Gold, its the 1st time I've done this fairly, I want to challenge him and I want to know if you think its a good idea to to do by nearly always choosing options that result in tough rolls and tough fights?

Depends on your discipline & Kai Weapon choices.
I've never tried playing with max stats like you've generated (just never rolled them) but some of the mandatory fights in Book 21 & 22 are pretty tough (a couple against CS in low 50's in Book 22 in particular).
Rolling high stats should just mean you can make some more interesting discipline choices (rather than Grand Weaponmastery & Kai Surge being almost mandatory to avoid the chance of auto death combat results in unavoidable fights - along with something to help with healing).
Looking up a guide to find an optimal Kai Weapon choice to get you through those tough fights might also be an option, but not something I've ever done.
Also consider the reprint version of the New Order Books starts you with 5 Disciplines instead of the original versions 4 - can make a big difference to your characters strength (5 is intended to be the correct number, but it does make things easier).
By Book 23 things get a bit more balanced with your stat & discipline bonuses helping out, but those first 2 New Order books can be brutal if your CS is too low & you want to have proper choice in your disciplines.
Max Gold doesn't do a lot & having good healing options is better than a high EP (both Book 21 & 22 are good at chipping away at your EP with limited "full heal" options, so you really won't see a great benefit from an extra 3-4 EP than average) - really it's the high CS that you need as it opens up more interesting discipline choices - so enjoy.
Later New Order Books (29 oneards) give you strong items to boost your character in combat, you mught start feeling overpowered by those books, but getting that far can be tough, especially with those early book's.
