What I understood is that the Acolytes of Vashna constructed a gigantic body that would house the spirit of Vashna once they resurrected him, but that Steel Hand destroyed that body.
BUT - nevertheless, the Elders were in pursuit of the Dagger of Vashna, striking the bargain with the Chaos Master to get it - also, the Doomslayer, in possession of the Dagger, tried to kill Steel Hand with it (and succeeded if you didn't give him the Nyxator mail!!!).
If there was the possibility of resurrecting Vashna even without the body to house his spirit, why build the body in the first place?
Did I miss something?

A (partial?) explanation is given in the SsF of book 31: fusion of Vashna's spirit with the Negud-kor-Adez, with the Lake of Blood having developped his own sentience by feeding on so many souls over time (including those in Emolyria).

According to my Interpretation, there were different opinions inside the evil assembly in book 30. Nadziranim wanted to use the power of the Daziarn for their own plans, while the elder acolytes wanted the Dagger to fulfill the prophecy of doom. This is a trend in LW books: evil factions do not follow simple logic but they are often chaotic and in competition with each other.
Maybe Vincent can confirm if this was intended.

Here's the answer I posted in response to the same query in the Lone Wolf Gamebooks group on Facebook :
SPOILERS SPOILERS SPOILERS SPOILERS
Several factions are involved in Zekgazad as you know, factions who usually don't work together, and who don't necessarily all worship Archlord Vashna and want his return: the Nadziranim and Drakkarim of Nadgazad, the Acolytes of Vashna, and the Cener Druids. The resurrection of Vashna is NOT the priority of all these factions. They went to Emolyria in the first place by Naar's decree, to exploit the formidable ressource the Nengud-kor-Adez is. Using its limitless power, on Naar's behalf, they have started to construct the most powerful army seen in ages on Magnamund. And this army needs Commanders, champions of Darkness, to lead it. The Acolytes of Vashna and their great Elders, obviously, consider it is Vashna's right, and because of this, they spent considerable ressources to create a new way to ressurect him : they managed to create a darklord body in their breeding pits so that they can transfer his Spirit in it! It cost them a lot, and it's not easily replicable, so when Steel Hand destroyed that body, it was an heavy blow for this faction - but just this faction. Because the others had other plans to bring champions of Darkness on Magnamund. That plan was the Shadow Gate the Nengud-kor-Adez's power allowed to create, by the grace of Naar. Using this astral corridor, they planned to summon SEVERAL other champions of Evil from other worlds to Magnamund, to have a superteam to lead their invincible army in battle. The Tzomah, reincarnation of the Chaos-Master, was just the FIRST of this team, others would have followed (... And no, I won't reveal who^^) . The giant armoured body you saw close to the Shadow Gate, was intended for the Tzomah, never for Vashna (the process to create it was actually different. Vashna's body in a Darkland Breeding Pit, the Tzomah using astral matter from the Daziarn!).
HOWEVER, the Acolytes of Vashna were the most influential group in Zekgazad (since their Great elders were actually some leaders in the others factions!!) and they had not given up to ressurect Vashna to make him the supreme commander of the army. That's the nature of Evil: all factions scheme against each others.... But they had no time to create another body for him - so their last chance was to revert to the very 1st "method" to ressurect him: using the lost Dagger of Vashna on a scion of King Ulnar lineage. Ironically, the Chaos-master was the only one who could help them in this regard... And thus you have the meeting witnessed by the Grand Master in LW30: should they ask or not the Tzomah now it's about to be completed??? Moreover all the Acolytes Great Elder were NOT completely loyal to Vashna, to say the least - you have noticed the Cener Druid (well, they are Cenerese!!!) realized that after all, the Chaos-master would be a better champion than Vashna and were about to abjure him...
