My favorite was The Omega Zone. I liked the tense build up to the mission that had you having to infiltrate MDM's base. I also enjoyed the way the book built up the claustrophobic and fearful atmosphere as your merry little group of colonists were slowly picked off one-by-one, leaving you all alone. The closing moments of the book were also dramatic, and the cliff-hanger nature of the ending was also good.
I didn't like Highway Holocaust much, and it did seem a little lightweight, especially in comparison to the rest of the books. And, as superficial as this may seem I felt the illustrations really detracted from the book, because I thought they were of a poor quality.
California Countdown was really good as well, as good as Omega Zone, and the climactic finale was probably a little better than anything in OZ. However, I felt that the entire theme of OZ, the desperate mission behind enemy lines and the frantic bid to rejoin the colony made it a better book overall.

I can only agree. Thematically, The Omega Zone is one of Dever's best works overall. Though, like you, I feel the final encounter in California Countdown is superb.
I've never really been sure why I like films/gamebooks about souped-up cars and set in a post-Apocolyptic world, since if you remove the cars I lose interest. However, I have no interest in cars in real life. The only thing I can think of is that they're a modern version of the Western, the cars substituting for the horses, the badlands substituting for the desert. *shrug*
