If you possess two levels of training and disciplines and you are prompted to turn to two different sections by different disciplines (and cannot forego using any), how do you determine which section to turn to? (I'm at www.projectaon.org/xhtml/lw/16tlov/sect103.htm)

Was that the wrong section perhaps? There is no such choice there. Anyway, the normal "Project Aon interpretation" is that you choose which discipline you believe will work best. Alternatively, if you believe that Joe forgot to explicitly specify a priority order, you can pick the first one in the order they are given in the section.

I read both and pick the best one. The first pick is often just a "Oh, I'm not picking that one, I'm just looking to see what would happen if I did pick that one."

I remember when I kept my finger bookmarking the page in case I made a bad choice. I justified it to myself exactly like you said........almost like an arbitrary save point
