Honestly, I don't think that CS values of enemies found in books 13-28 are directly comparable with those who appear in the first twelve books, perhaps with the exception, for an obvious reason, of book 20. Even common soldiers and bandits have often a CS of 30 or higher. Quite simply, Lone Wolf became too strong and Joe had to sacrifice consistency in order to mantain a certain balance.

Does Naar send continuosly waves of energy to his evil dudes on the Magnamund ?? It doesn't seem so. Probably the reason of the empowering of Cadak is the sphere, that makes it possible to communicate with Naar himself (book n.13); or in the achievements made in the Nadziranim magic at Kaag (book n.14); or something like this. "There can be only one!"Joe was writing the early Lone Wolf books in the 80s, and a seminal 80s movie was Highlander. And as each Immortal died, so the killer became stronger. The film The One with Jet Li has a similar plotline. My point isn't that "I'm right!" merely that the theoretical concept has been proposed before. That said, I'm probably talking a load of old wank and you should ignore it. ;D ;D ;D

Here's a new theory:
In later books, Lone Wolf is just plain getting old. That bandit that counted as an "18 CS" in Book 5 just isn't as easy to beat now that Lone Wolf is pushing 40.
More powers? Sure! More equipment? You bet! The favor of Kai? Absolutely! The physique of an 18-year-old in his prime? Well, not anymore!
This also explains why the Goatherder had a CS of 65 in Book 46. Was a Goatherder REALLY stronger than Haakon? Not really. It's all relative!
So why does LW's CS seem to go UP every book? Here's why:
Lone Wolf (aka Pappy): Yeppers, I am the stongest Kai who ever lived (cough cough) and I now have increased my skill to a new pinnacle of power!
New Order Kai #1 (whispering): Boy, is it just me or is he getting a little flabby around the middle?
New Order Kai #2 (eying the Sommerswerd): YOU tell him!
