I want a opinion. Is the following breaking the rules?
When determing stats and cash regardless of whether I use The Random Number Generator or roll 1D10 I end up with a number between 0 and 9 and given the fact that I nearly always have better luck with A 1D10 then I do with The Random Number Generator would using A 1D10 be cheating

Yes it is cheating. You are not allowed to use a ten-sided die, nor write numbers 0-9 on little pieces of paper and draw them blindly from a bag, nor use a spinner, nor use a computer to select a random number. This instantly forfeits your entire Lone Wolf campaign and you are obliged to begin again. There is only one alternative to the RNT and it is as follows:
You obtain 10 large healthy bluebottle flies and carefully dress them by putting small coloured numbered jerseys on their abdomens, rather like racehorses. Each jersey has a number 0 to 9 on it. Keep them in a humane environment until they are needed. Get a blob of jam and splat it on a clear flat surface. When you need a random number release the flies. The first fly to land on the blob of jam will be wearing a numbered jersey and so provide you with a number. This is your random number. When you need further numbers, shoo the flies away and again wait for the first fly to land. You do not need to use jam and can improvise with other more effective substances if you wish. Top tip: Close all windows and make sure there are no spiders lurking in your Random Number Generator environment. Also, for quicker results get hundreds and hundreds of flies and number them off, but do make sure that you number them accurately in batches of 10 and be sure to replace dead ones.
