Once you attain the rank of Sun Knight and you possess Grand Weaponmastery, you are able to wield two-handed weapons with full effect using only one hand. Does this mean that you can equip two weapons and stack the appropriate CS bonuses in combat? In other words: I wield my Kai Weapon with one hand and wield another weapon with the other hand, and I take +5 CS per weapon plus any other CS bonuses that the weapons carry. Is there an official rule on this?

According to the Reader's Handbook, there are no rules regarding the dual-wielding in the original books. However, in the CEs (the page has been updated in 2014), it is clearly stated that only one weapon can be used in combat: link

I can understand FFTD not allowing dual-wielding, but it seems that if the Grand Weaponmastery improvement includes being able to wield a two-handed weapon with only one hand with full effect (as the text states), there wouldn't be much utility of this improved skill if it doesn't allow for dual-wielding with full effect. It's too bad the text doesn't explicitly state this.

Sometimes are you in situations where you have to fight something with one hand while holding onto something else with the other. That said, I can't think of any except in book 13, which predates the SK rank. And shields aren't a thing in the GM series so I agree that it doesn't seem like a useful perk.

I thought there were a number of occasions in the later books, though I can't name one by heart right now. In books 30 and 31 the GM can even temporarily lose the use of one hand so this could still come in, ah, handy.
Btw, in the bonus adventure of Mantikore’s Grey Star III, «Die Ketten von Ghol-Tabras» («The Chains of Ghol-Tabras»), there is a skill available that allows dual wielding. It won’t permit stacking bonuses though. Instead, you can choose to re-roll in every round of combat if you don’t like the first result. Still strong, but not as (in my mind) ridiculously overpowered as stacking bonuses would be. Wielding e.g. both Star-ska and Valiance in the final fight of book 31 would provide CS+22 plus double damage. You wouldn’t even have to roll any more with odds like that.
