If I don't have the Psi-Surge discipline, do I still have Mindblast if I have completed #1-#5, even though Mindblast in noted in the Psi-Surge entry?

Yes. It's one of those bonuses you get for completing the first 5 books--unwritten abilities from Kai Disciplines.

I think I vaguely recall Joe Dever himself talking about these "loyalty bonuses" in a Lone Wolf Club newsletter.

Joe's basic attitude is, "If you had it in the previous book and didn't lose it somewhere along the way, then you have it in this book." That's how it works for Special Items, Backpack Items, Gold Crowns, and Disciplines. You don't lose the ability to use Mindblast somewhere between books 5 and 6, you friggin' gain the ability to use three improved Disciplines. If you were thumping baddies with Mindblast in Dessi, then you can thump them with Mindblast in Varetta. That's just logic.

Also, bear in mind that Mindblast improves during the course of the Magnakai quest to a +4CS, but only if you take the Discipline of Psi-surge by Archmaster level. You can still use Mindblast to give +3CS in a fight at Archmaster level, but unless you take Psi-stuge, you don't get that extra bonus point. It ain't cheating, it was always Dever's intention (thus he explicitly calls them 'hidden loyalty bonuses' in the Newsletters.
